The mission of UNAIDS Office to the African Union (AU) is to promote the engagement of the African Union (AU) and the United Nations Economic Commission for Africa (UNECA) in the AIDS response as a priority. AUO is the UNAIDS interface with the AU and UNECA. The Liaison Office for the African Union is situated in the Partnerships Department within the Management and External Relations Branch and will work in close consultation with the AU Commission of Social Affairs and other relevant AU Commissions and Department including the Department for Peace and Security and the Department of Political Affairs and UNECA. The Representative to the AU will also serve as UNAIDS liaison to the United Nations Economic Commission for Africa (UNECA) and will play a key role in areas requiring expert advice on policy, advocacy and strategic planning. Main tasks and Responsibilities of the Position: Under the overall guidance of the Deputy Executive Director, Management and External Relations and the supervision of the Director of Partnerships, the Representative to the African Union (AU) will: -Serve as UNAIDS focal point on the work of the African Union (AU) and UNECA (and regional chapters) in fulfilling their leading role in advocacy and keeping HIV and AIDS on the development agenda. - Formulate and strengthen targeted advocacy strategies for the AU to influence decision makers in Africa to further the implementation of the commitments on HIV and AIDS that have been made at global, continental and regional levels. - Lead and provide technical advice concerning policy and program planning to the African Union and its Regional Organizations, on the AIDS response and follow up on implementation plans, as well as identify needs and mobilize through RST and headquarters concerned units and department the necessary support and expertise. - Provide authoritative technical advice and expert support to the different entities of the AU and UNECA in planning and programming on AIDS with emphasis on the promotion of mainstreaming AIDS issues in the relevant programmes. - Provide policy advice on humanitarian issues and AIDS to the departments, divisions and units of the AU and UNECA working on HIV and AIDS, and to the Regional Headquarters of the peace keeping forces. - In consultation with UCCs and RST directors, provide guidance and policy support and reach out to African Governments, AU entities, such as Regional Economic Communities (RECs), New Partnership for Africa's Development (NEPAD), UNECA and other interested or potential partner agencies, based on institutional priorities and medium- to long-term advocacy priorities and goals, with emphasis on periodically evaluating advocacy strategies to assess their relevance and effectiveness, with a view to recommend appropriate action. - Provide strategic guidance to UCCs and RST Directors for following up, on continental civil society organizations commitments as they relate to the AU, including associations of People Living with AIDS, alliances with interest-based associations and advocacy groups as a means to maximize the impact of the AU messages as they relate to Universal Access to HIV prevention, treatment, care and support, to yield greater reach and grassroots impact. - Promote and facilitate advocacy capacity building within the AU, UNECA and amongst civil society organizations. - In collaboration with UCCs and Regional Directors, track, monitor and disseminate policy developments of African governments, and relevant regional and sub-regional institutions amongst AU, UNECA and partners. - Proactively contribute to the mainstreaming of HIV and AIDS in key continental actions, commitments, resolutions and international meetings, conferences, and round-tables. - Undertake other tasks related to AU and ECA, as assigned by UNAIDS Senior Management. REQUIRED QUALIFICATIONS Education: Advanced university degree in international relations, political science, international development, diplomacy, social sciences or related field. Desirable: Post-graduate degree in one of the above field. Competencies: Demonstrated knowledge of AU, UNECA, Regional Economic Communities (RECs), New Partnership for Africa's Development (NEPAD) and other African constituencies, complemented by demonstrated knowledge of HIV and AIDS issues in Africa in the design of policy, technical assistance and global advocacy strategies. Good contacts or networks with African leaders and decision makers. - Ability to strategically analyze information and guide planning and implementing processes, develop contacts and diplomatically network with other organizations including government officials and a variety of stakeholders. - Strong advocate, good networking, proven ability in spoken and written communication with a broad range of interlocutors. - Able to manage competing demands; - Good planning and organization skills, able to synthesize reports and communicate progress in a professional manner. - Analytical thinking/Problem solving - Organizational commitment, sense of responsibility and ownership. -Results based management, able to manage and report on results. Experience: Over 15 years of experience at national and international levels in advocacy, mainstreaming and networking, complemented or including experience with an African continental organization, a bilateral or multilateral donor agency on technical cooperation, advocacy programmes and AIDS response related issues. Desirable: Experience with AU, UNECA or Regional Economic Communities (RECs), Languages: Excellent knowledge of English or French with a good working knowledge of the other language. Desirable: Knowledge of another UN official language
