The DAG group of Donors in partnership with the Government of Ethiopia and UNDP established a Democratic Institutions Programme [DIP] to strengthen key governance institutions in Ethiopia including The National Electoral Board of Ethiopia, Ethiopian Human Rights Commission, Ethiopian Institute of Ombudsman, Ethics and Anti-Corruption Commission, House of Peoples’ Representatives, Regional State Councils, the House of Federation and Regional Council of Nationalities. This is a five-year programme in support of the poverty reduction strategy known as the PASDEP which is committed to develop “… a fully operational democratic, accountable and responsive constitutional federalism, ensuring citizens’ empowerment and participation” The purpose of the DIP is to support strengthening of the key governance institutions that together play a role in underpinning democratic governance in Ethiopia, viz. 1). Promoting human rights and good governance;2). Enhancing the capacity of democratic institutions to be effective, sufficient and responsive in promoting and protecting the rights of citizens; 3) Empowering citizens to be active and effective participants in the democratic process as well as respect for the rights of others. This programme is run as a UNDP National Execution Project (NEX). Overall financial management will rest with UNDP and day to day management responsibility with the programme manager. An umbrella project document has been developed and agreed with the government of Ethiopia and all participating donors. Each component part of this umbrella programme, in effect a project of support to the specific democratic governance organisation, has a specific project document outlining the activities, results expected with a detailed budget. Management arrangements for each component vary according to the sub-programme. It has been a year since the DIP has been functional. Apart from the five sub programmes running now, two sub programmes i.e. for the National Electoral Board of Ethiopia and the Office of the Auditor General are under development. Duties and Responsibilities Summaries of Major Duties The Programme Officer will report to the programme manager who heads the DIP Management Unit located within UNDP. The Programme Officer will be primarily responsible for liaising with the DIP Implementing partners, assisting them in preparing work plans, ensuring that these plans are in accordance with the agreed formats, ensuring that the necessary technical support is provided to the institutions so that they deliver in accordance with their plans and ensuring that timely financial statements are provided. Specific duties include: • Provide effective management support to ensure smooth operations of the Coordination Unit,including supervision of programme associate; • Monitor and report on implementation of all programme activities in accordance with the approved programme document, work plan and budget, assuring quality of the data presented. • Analyze, consolidate, edit and/or draft progress and financial reports of the first quarter, through liaison and close consultations with implementing partners. • Ensure that there is an active process of feedback to implementation partners and assist with the recruitment of national and international consultants where appropriate to assist with the implementation of programme activities. Provide technical support to implementing partners as required. • Ensure adequate liaison with the programme officers in the governance unit, other staff in the capacity outreach unit, as well as the country office’s operations team. • Prepare and implement monitoring plans for documentation of lessons learnt with an emphasis on the production of quality knowledge products to be shared with all stakeholders. • Facilitate institutional linkages with related initiatives, by among other things, participating in meetings, inter-agency missions, working groups and field trips, including with interlocutors of related donor interventions, to assure coordinated data gathering and dissemination of relevant information. • Support preparation for NEX audits and corporate reporting requirements. Experience • At least six years of work experience (or four years of work experience for LLM holders). • Experience with UN, NGOs, or other development organizations is a definite asset • Proven abilities in supporting programme management, implementation and reporting • Familiar with multi donor programmes with an emphasis on supporting capacity building of national institutions • Proven work experience in coordination and facilitation of policy dialogue with different partners, including Government, donors, civil society organizations and others • Familiar with UNDP rules and regulations, including Atlas • Knowledge about the OECD DAC and the UN system would be an advantage Language requirements: • Excellent written and spoken English is required Computer skills • High level of computer literacy, familiarity with the Microsoft Office Suite and Windows operating system Other Details: Please visit UNDP website: www.et.undp.org and UN Country Team website: www.unethiopia.org for details of the vacancy.
