PSI Cote d'Ivoire is a well-established platform with a current portfolio of HIV, sanitation and reproductive health projects financed by USG agencies such as PEPFAR, USAID as well as the Dutch and Canadian governments. This past year, PSI/CI received new funding for reproductive health, to implement a reproductive health project in three regions of the country with an advocacy and knowledge sharing component that extends to the French West Africa (FWA) region. The project's objectives are:

  • Increase knowledge of sexual and reproductive health and rights (SRHR) among women and adolescent girls
  • Increase access to a range of SRHR products and services for women and adolescent girls
  • Increased knowledge of key stakeholders on effective delivery of quality SRHR services in the FWA region

In addition, PSI hopes to receive additional funds that will extend implementation to other countries in FWA.

Since gender plays a critical role in women's access to and use of SRHR products and services, an experienced French speaking gender consultant is needed to conduct a broad review of the current state of gender equality in Cote d'Ivoire. The goal of the gender analysis is to increase insights to overcome gender barriers to SRHR in Cote d'Ivoire and possibly other FWA countries. This analysis will establish an understanding of the differences and disparities faced by women, girls, men, and boys due to their gender identities. Additionally, the consultant will summarize the impact of gender differences on intended programmatic implementation and potential affects of program activities on cultural norms, roles and responsibilities of women, girls, men, and boys in Cote d'Ivoire.

Your contribution

  • Convene a small working group from PSI network member office and PSI DC
  • Review and present options for an evidence informed gender analysis framework or approach. Present options to the small working group and lead the selection of a gender analysis framework. The selected framework should comprise (in some way) review across five basic domains:

  • Access to assets, resources, services and opportunities: e.g., What differences by gender exist in access to education, employment, income, health services, etc.

  • Knowledge, beliefs, and perception: e.g., What are the differences between the knowledge and beliefs of various groups based on gender? What stereotypes exist?

  • Practices and participation:g., What do different groups do? How do they spend their time? What are the varying responsibilities and expectations for each? Who is responsible for childcare?

  • Institutions, laws and policies: g., What laws, restrictions, policies, protections, etc., exist based on gender?
  • Power, Decision Making, Representation: g., What are the power dynamics among genders and groups at a point of intersectionality? How are groups represented in positions of power and authority?

  • Develop a secondary data collection and analysis plan, inclusive of intended sources of information, types of data to collect and analysis activities. This plan should be specific to the program objectives and target population, with the goal of summarizing:

  • How the intended programmatic activities will affect women, girls, men, boys in Cote d'Ivoire

  • How the existing cultural norms, roles and expectations specific to women, girls, men, and boys in Cote d'Ivoire will affect intended programmatic activities

  • Collect and analyze existing secondary literature, policies, laws, international guidance, and data (disaggregated by gender and age) available including results from relevant PSI research and activities, according to the selected gender analysis framework, and secondary data collection and analysis plan

  • Write an actionable report for program implementers in Cote d'Ivoire

Specific deliverables

An action plan - The consultant will submit an action plan with the timeline, tools, an analysis framework and reporting

A literary review - Literature review of the tools and resources will focus on resources that have been successful in Cote d'Ivoire and the region to address the SRHR

Presentation to the PSI-CI team in French – the consultant will present the findings of the analysis, identify priority areas for the implementation team to integrate into project implementation

Final report and PowerPoint – The consultant will submit a PowerPoint presentation and final written report in English

What are we looking for?

The basics

  • You have at least 5 years of experience conducting similar consultancies, particularly in gender and SRHR.
  • You have a graduate degree in gender studies, social sciences or equivalent.
  • You are experienced conducting qualitative/quantitative research inclusive of interviews and focus groups
  • You have lived and/or worked in a Francophone developing country.
  • You are fluent in English and French.
  • References and examples are similar work will be requested.

What would get us excited?

Experience in the region: You have conducted similar work in West Africa or Cote d'Ivoire in recent years.

Collaborator. You are able to work in a team cutting across time zones and diverse background.
